Recompile GDAL with SQLite3 bindings

Recompile GDAL on all instances with SQLite3 binding in support of MicroWFS on MapServer trial with Xenia. Identify which instances GDAL was installed from distribution repositories (likely main MapServer instance maury) and which instances were compiled from scratch (likely cromwell). Make all instances compile from scratch. Insure applications still working with new versions of GDAL (1.5.0) and GEOS (3.0.0) released over past weekend. Update MapServer install documentation to reflect GDAL build process.
